Personality: Hugo is something of a hotshot, but for good reason. In his service of the order in the Vici Intelligentsia, Hugo has been wounded several times carrying out black operations against the enemy. He is nationally celebrated and respected as a larger than life, James Bond-esque character, which only serves to feed his ego. Although he wears a facade of cool complacency and solitude, he secretly yearns to retire and start a family and this sometimes weighs heavily on his decisions. In dealings with others, Hugo is always polite but makes it clear he is not to be crossed. He is fond of the term of endearment "Old Sport" and calls nearly everyone that.

Biography: Hugo was born to poorer parents on an outpost colony of the Order. He grew up with the dream of being a spy and that dream was realized when the Intelligentsia sent recruiters to his primary school. He served several years in a domestic group of the Intelligentsia before being reassigned to the VI, specifically the covert operations department. He served six years as what one would call a commando and was wounded twice but dispatched valuable targets and gathered key information. It was no surprise when he was appointed Director Intelligence. Although he has a lofty administrative job, he still does a lot of field work, which often puts him in dangerous situations.
